What's the Difference Between 2-Layer, 2.5-Layer, and 3-Layer Rain Jackets?

I notice while looking to purchase a rain jacket, there are terms such as 2-layer, 2.5-layer, and 3-layer. What do these terms denote?

In relation to the outlined terms, jacket construction for the rain's barriers system is penetrated further. A 2-layer jacket should be lighter as it has just a liner and a waterproof membrane but is not able to protect within a torrential rain. A 2.5 layer jacket has the same construction only that the outer layer is not a separate fabric, rather it is coated and so it is more breathable. A 3-layer consists ofa liner, a membrane which is breathable and an external which is an independent strong fabric consisting of all layers that offers the best protection and endurance which is useful in extreme weather conditions.
