When Is the Best Time for Sun Exposure?

I want to know if there is an ideal time of the day when I can be exposed to the sun for health reasons but avoid damaging my skin in the process.

The optimal times to get sun exposure are said to be ‘earlier in the morning’ and ‘later in the afternoons’ when the UV index is below 3. The UV index however is relatively high at 10 a.m. through 4 p.m. which is the time when sun exposure is to be avoided. Minor amounts of light exposure before sunrise however can be helpful in improving the circadian rhythm and mood.
