The setup and installation of a heart monitoring system are on the lower side as compared to having a power meter installed. The basic strap is priced at approximately 50 Euros or dollars while a decent watch has a range of prices starting from 100 to around 500 Euros or dollars. With respect to power meters, the basic single sided power meters start around 300 Euros or dollars whereas dual sided ones can cost more than upwards of 600 Euros or dollars. The higher end Polars also extend other features and can be used together with other sensors and power meters.

Well, the likely reason that you saw that 5+% difference between the Wahoo power pedals and the Dura-Ace crank-based power meter is that the Dura-Ace power meter has horrible accuracy.  @GPLama has detailed this extensively. @DCRainmaker called the same power meter "astonishingly inaccurate."  This information is easily available and has been widely discussed.  It seems like a pretty significant procedural error to do a comparison such as this with a crap power meter.   After two tries so far, Shimano has yet to produce a precise and accurate power meter.
