While pedaling, are the force vectors generated primarily by the thigh or the gluteal muscles?

Power generation in cycling and other sports comes from various muscle groups. The quadriceps, however, are the largest muscle group in the initiating cycle movement and therefore power the pedal especially well during a knee extension. The glutes do come into play during the pedal stroke (12 o’ clock to 4 o’clock) but only as an ancillary source of hip extension and stabilization. A combination of both muscle groups creates a fluid and balanced and efficient pedal stroke.

Theres some misconceptions about peddling mechanics here. The quads are not needed for a full pedal movement. The glute can provide 100% of the power during a pedal movement. You cam model this with a couple pieces of wood screwed together. No quad extension is needed for a peddle stroke.
