What are the screen refresh rates of the iPhone 16 and iPhone 16 Pro? Are they distinct?

Indeed, the iPhone 16 Pro models do support dynamic 120Hz of ProMotion displays but the standard iPhone 16 models hold a 60Hz refresh rate only.

The base model iPhones seem to be far more feature rich and capable this year than previous years and for the majority of people this is the one to get, believe it or not there are people out there who don't care whether it has 60 Hz or not.

Doesn't "always on" mode actually a con since it drains the battery?

Dont mind 60 hz display. If you will just use it scrolling soc med or watching movies or from time to time change or swipe apps.

While the 16 range does look good, I think it is criminal that Apple hasn't upgraded the refresh rate on normal iPhones from 60hz to at minimum 90hz. For what you are paying, it should be a given. How, oh how, do they keep getting away with it?
