Has the Federal Bureau of Investigation indeed maintained a record for spying on political dissenters and movements including the civil rights movements?

Yes, the FBI operated a program known as COINTELPRO between the late 1950s and early 1970s which focused on the illegal monitoring, infiltration and disruption of movements and organizations that they considered to be subversive. This included civil rights movements, feminist organizations, and even monitoring people like John Lennon. Although COINTELPRO was dissolved in 1971, apprehensions about similar practices continue.
