I have a privacy issue. Has the government really conducted covert surveillance of its people?

Yes, there has been mass surveillance of the government over its citizens. In the aftermath of 9/11, the Bush administration began implementing widespread surveillance programs overseas as well as right here at home. The NSA’s operations included the harvesting of online browsing history, emails and their metadata and text message contents. This and some aspect of other governments operating in similar tendencies were exposed during the Edward Snowden leaks in 2013.
