I have come across the theory that the Gulf of Tonkin incident was made up. Was it actually used as a cover for the Vietnam War?

The event referred to as the Gulf of Tonkin incident revolved around the forcible sinking of USS Maddox by North Vietnamese torpedo boats. The second recorded incident that made President Lyndon B. Johnson send US troops in Vietnam was later proved to be fictitious and based on erroneous intelligence reports. Such an unfounded incident was however politically exploited to justify the increase of military engagement in Vietnam."

I don't get how it can be proven you lied to start a war, and you're not charged with crimes against humanity

7:32 number 3: false justification for war. Fun fact, the person responsible for starting the war by ordering the missile's to be fired that started the Vietnam war was no other than the father of Jim Morrison from The Doors, now that’s crazy true. George Morrison was in command of the carrier division during the controversial Gulf of Tonkin incident in August 1964 which resulted in the true beginnings of the Vietnam war.
