Problems with hip flexion while cycling highlight excessive vertical movement of one hip or faulty muscle distribution with a misaligned position on the saddle. A teammate or a video can help witnesses these issues. However, when you notice these problems having occurred after you have lowered the handlebar level, this causes a concern where the level of the bar is too low which places the rider in a position of excessive hip flexion which the rider is trying to refrain from.

people lower their handlebar and increase crank length so they end up with too much hip flexion which can obstruct breading

Lose the belly = better hip flexion
