What should be the optimal adjustable angles of the stem for comfortable positioning while riding a pocket bike?

Most riders of road bikes are likely to be most comfortable with the stem length in the 'happy zone' which lies between 90 to 120 mm, which is generally a good compromise between comfort, handling and performance.

You have the bars well, well below the saddle level.  Your perfect stem length will be very different from my perfect stem length.
